Marco Rubio Holds High-Level Diplomatic Meetings in Southeast Asia

Secretary of State Marco Rubio met with Russian, Chinese, and Thai officials in Manila and Thailand to discuss the Ukraine war and regional security.

U.S. Secretary of State Marco Rubio conducted a series of diplomatic meetings in Southeast Asia to address global conflicts and regional stability. During the ASEAN ministerial gathering in Manila, Rubio met with Russian Foreign Minister Sergey Lavrov to discuss ending the war in Ukraine. Rubio indicated the Trump administration is prepared to help resolve the conflict, though he noted that finding an agreement acceptable to both sides remains a challenge.

In the same talks, Lavrov emphasized that further arming Ukraine is unacceptable and accused European nations of seeking a strategic Russian defeat. He reiterated Russia's commitment to a diplomatic resolution based on previous agreements between Donald Trump and Vladimir Putin in Alaska. Rubio also held discussions with Chinese Foreign Minister Wang Yi regarding an escalatory altercation between Chinese and Filipino forces in a disputed shoal.

Separately, Rubio met with Thai Deputy Prime Minister and Foreign Minister Sihasak Phuangketkeow on July 23 to strengthen the U.S.-Thailand alliance. The two leaders focused on military interoperability, a reciprocal trade agreement to expand market access, and the ongoing implementation of the Kuala Lumpur Peace Accords. Amid these diplomatic efforts, Australian Foreign Minister Penny Wong condemned a recent Chinese nuclear-powered submarine missile test as a provocative and destabilizing action.
