Andy Burnham, the MP for Makerfield and expected successor to Prime Minister Keir Starmer on July 20, has detailed a policy platform focused on tax reform, national security, and governance. He proposed a 20% reduction in business rates for pubs, bars, and music venues, funded by an "Amazon tax" that would increase levies on giant warehouses and out-of-town developments. Burnham pledged to maintain the 2024 Labour manifesto's commitments, specifically avoiding increases to income tax, VAT, and national insurance, while preserving the state pension triple lock.

Addressing a £4.7 billion funding gap in the government's Defence Investment Plan, Burnham committed to full funding to counter threats from Russia and drone attacks. He ruled out benefit cuts to fill this gap, proposing instead to reduce the welfare bill by expanding vocational education and work placements for 16-to-18-year-olds. Additionally, he announced plans to establish a "No 10 North" digital campus near Manchester Piccadilly station to decentralize operations from Whitehall.

Burnham also advocated for electoral reform to replace the first-past-the-post system with proportional representation and vowed not to call a general election upon taking office. Conservative leader Kemi Badenoch criticized Burnham for avoiding traditional media scrutiny, specifically targeting his decision to host an "Ask Me Anything" session on Reddit rather than facing a formal press conference. Burnham defended his approach by citing recent direct engagement with constituents in Makerfield.
