Mark Carney Pursues Strategic Autonomy to Reduce US Dependency

Prime Minister Mark Carney is implementing a policy of strategic autonomy to reduce Canada's dependency on the United States. In an interview with The New York Times, Carney stated that the Trump administration has used economic integration as leverage for coercion, prompting Canada to seek greater independence to protect its economic and cultural sovereignty.

To achieve this autonomy, Canada is diversifying trade partnerships with the European Union, India, and ASEAN. The government is also increasing defense spending to 4% of GDP by 2030 and developing independent satellite capabilities through Telesat to replace its reliance on Starlink. While Carney maintains a direct relationship with President Donald Trump and believes a mutually beneficial trade deal remains possible, he emphasized that Canada will not accept terms that impinge on its sovereignty.

Domestically, Carney is pursuing a regulatory simplification agenda to catalyze investment and capping immigration to stabilize the country's housing and education systems. Internationally, Canada is calibrating its relationship with China by cooperating on clean energy and agriculture while restricting collaboration on artificial intelligence and defense.
