China Suspends Strategic Resource Export Controls Through 2026

The Ministry of Commerce of China announced the immediate suspension of several export control measures targeting strategic resources on November 7, 2025. The pause, which remains in effect until November 10, 2026, formalizes a trade truce previously negotiated between U.S. President Donald Trump and Chinese President Xi Jinping.

The suspended measures were originally issued on October 9, 2025, and include controls on rare earths, rare earth-related technologies, lithium batteries, synthetic graphite anode materials, and superhard materials. Specifically, the action affects Announcements Nos. 55, 56, 57, and 58, as well as Nos. 61 and 62 of 2025.

Four of these announcements were issued jointly with the General Administration of Customs of the People's Republic of China and cover equipment and raw materials including five medium and heavy rare-earth elements, such as holmium. Two additional announcements issued solely by the Ministry of Commerce targeted overseas-related rare-earth items and related technologies.
