Russia and China Veto US Iran Sanctions Monitoring Resolution

Russia and China vetoed a United States-sponsored resolution at the UN Security Council on September 17, 2026, that would have extended the mandate of a panel of experts monitoring sanctions against Iran until 2027. The resolution received 11 votes in favor, with Somalia and Pakistan abstaining. Russia and China argued that the sanctions regime, reimposed via a snapback mechanism in September 2025, was illegal and that the legal foundation for the monitoring panel expired in October 2025.

Donald Trump and U.S. officials maintained that the snapback sanctions are legally restored and must be enforced. U.S. Deputy Ambassador Jennifer Locetta warned that the veto creates a monitoring gap that benefits the Iranian regime. Meanwhile, satellite imagery revealed that Iran has hardened tunnel entrances at the Pickaxe Mountain nuclear-linked site and is reconstructing the Taleghan 2 facility at the Parchin military complex. President Trump warned Iran not to get cute, stating the U.S. would hit them very hard if necessary.

This diplomatic clash occurs against a backdrop of active conflict between the U.S. and Iran, including a February missile strike on an Iranian school that killed over 150 people. While the U.S. Treasury Department continues to disrupt Iranian financial networks through Operation Economic Outcast, the UN Security Council remains deadlocked. Iranian Parliament Speaker Mohammad Bagher Ghalibaf praised the vetoes as a rejection of the political abuse of the Security Council.
