Hakeem Jeffries, the House Minority Leader, rejected an offer from Senate Majority Leader John Thune to guarantee a vote on the subsidies. Jeffries dismissed the proposal as insufficient, demanding an ironclad commitment rather than a promise of a vote that could be blocked by required reforms. Jeffries also criticized the GOP for implementing Medicaid cuts while providing $20 billion in support to Argentina.

Senate Majority Leader John Thune has pressured Democrats to reopen the government before negotiating health care and attempted to force a vote on Department of Defense appropriations to challenge Democratic resolve. House Speaker Mike Johnson characterized the COVID-era subsidies as a boondoggle, arguing that subsidizing the system increases prices.
