EU and Germany Boost Ukraine Aid as Zelenskyy Seeks US Funds

The European Union and Germany provided billions in financial and infrastructure aid to Ukraine while President Volodymyr Zelenskyy called for $16 billion in missing US assistance.

The European Union disbursed €4.36 billion to Ukraine on November 5, 2026, as part of a larger €90 billion support loan. The package includes €3.7 billion in macro-financial assistance tied to International Monetary Fund reforms and €660 million for the defense sector. European Commission President Ursula von der Leyen stated the funds support the state budget and military as Ukraine enters its fifth wartime winter.

Simultaneously, the Government of Germany proposed an additional €100 million to restore water, energy, and transport infrastructure. This proposal follows a September allocation of €250 million and aims to address damage from intensified Russian aerial bombardments. Reports indicate that 80% of Ukraine's power generation capacity has been destroyed since 2022, with October attacks causing blackouts in over a third of the country's regions.

Amidst this European support, President Volodymyr Zelenskyy announced that Ukraine has not received $16 billion in United States aid stipulated in previous agreements. Zelenskyy emphasized the need to establish a dialogue with new U.S. political leadership to secure the missing funds, noting that Ukraine must fight for the money given the shifting balance of power in the United States.
