China Conditions US Farm Purchases on Reciprocal Tariff Cuts

The Ministry of Commerce of the People's Republic of China tied expanded US agricultural imports to the implementation of a reciprocal tariff-reduction agreement.

The Ministry of Commerce of the People's Republic of China announced on November 5, 2026, that its willingness to increase purchases of United States agricultural products depends on the implementation of a reciprocal tariff-cut arrangement. This condition follows a September summit in Washington where Presidents Xi Jinping and Donald Trump proposed a $60 billion package of reciprocal tariff cuts, which included $17 billion in U.S. farm goods.

While China is currently meeting its soybean purchase targets, a Reuters analysis indicates the country bought only $7.2 billion in other agricultural products, such as corn and meat, between January and September 2026. The White House previously stated in May that Beijing agreed to annual purchases of $17 billion starting in 2026, though it remains unclear if that timeline began in May or is contingent upon the finalization of the tariff cuts.

Both nations have established an agricultural working group to address these discrepancies, with a meeting scheduled before the end of the year.
