China Sets Strict Safety Conditions for AI Talks With US
The Chinese government demands the United States prove its AI companies follow strict safety and audit rules before substantive artificial intelligence discussions can begin.
The Government of China has established preconditions for upcoming artificial intelligence talks with the United States, demanding that the U.S. prove its AI companies adhere to the same safety, disclosure, and audit rules as those in China. Through a state-affiliated social media account, China accused the U.S. of using AI safety boundaries to contain China's technological rise and impose an American-defined global order.
Specific tensions have emerged involving Anthropic PBC, which China alleges used its Claude model for covert monitoring and unauthorized data transmission. Conversely, Anthropic has previously blocked services to Chinese-controlled companies over national security concerns and accused Alibaba Group Holding Ltd. of using thousands of fraudulent accounts to access the Claude model.
These disputes precede a planned AI dialogue and a scheduled state visit on September 24, where President Xi Jinping is set to meet with President Donald Trump.
