On July 31, 2026, Sheikh Mohammed spoke with Khalil al-Hayya, the new head of the Hamas political bureau. He welcomed Hamas's acceptance of a roadmap for the second phase of a Gaza ceasefire and urged the international community to pressure Israel to meet its obligations. This diplomatic push follows an announcement by U.S. President Donald Trump that the Board of Peace reached an agreement with Hamas for the complete disarmament of groups in the Gaza Strip.

Concurrent developments in Turkey saw Foreign Minister Hakan Fidan host a Hamas delegation led by al-Hayya in Ankara to reaffirm support for the Palestinian cause. This meeting drew sharp criticism from Israeli Minister Amichai Chikli, who accused the Turkish government of acting as a command center for Hamas.
