CIA Bolsters Ukraine as Trump Pressures Kyiv Over Oil

The CIA has increased operational support for Ukraine while President Donald Trump pressures Kyiv to stop attacking Russian oil refineries to lower global diesel prices.

The Central Intelligence Agency has expanded its operational support and intelligence sharing with Ukraine, providing critical satellite data and early warnings for strikes inside Russia. This increase in aggressiveness occurs despite a deepening rift between U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy. CIA Director John Ratcliffe has balanced these operations with diplomatic efforts, including a secret August 2026 mission to Moscow to signal that neither side could achieve a decisive military victory, followed by a briefing for Zelenskyy in Ireland.

Simultaneously, the White House has pressured Kyiv to cease attacks on Russian oil refineries to facilitate a diesel deal between Washington and Moscow aimed at lowering global prices. Ukraine recently suspended these strikes after experiencing technical disruptions with Starlink and Starshield satellite services. These limitations effectively enforced terms of service regarding vehicle speed, hindering the operation of fast-flying drones. While Ukrainian officials state connectivity is now resolved, the disruptions aligned with presidential demands.

Amid these strategic contradictions, a study from the National Defense University of Finland suggests Ukrainian casualties may now exceed Russian losses both relatively and absolutely. The current dynamic leaves the U.S. intelligence apparatus bolstering Ukraine's war effort while the executive branch pushes for negotiations and limited strategic targeting.
