Canada and EU Launch Alliance for the Future
Prime Minister Mark Carney and European Union leaders announced Canada will pursue associate membership in the EU to reduce economic dependence on the United States.
Prime Minister Mark Carney and European Union leaders concluded a two-day summit in Montreal on Friday, announcing that Canada will pursue associate membership in the EU. This unprecedented arrangement establishes a security-oriented Alliance for the Future and a digital trade agreement, alongside plans to expand university exchanges and scientific research.
The partnership focuses on defense, resilient supply chains, and critical minerals. It aims to reduce Canada's economic reliance on the United States, which accounted for 71.7% of Canadian merchandise exports in 2025. While the alliance is open to other like-minded partners, Canada and the EU remain the core members.
U.S. President Donald Trump characterized the arrangement as a "hostile act" and threatened to impose tariffs on Europe. Within the EU, some governments, including France and Germany, expressed skepticism regarding the broad transatlantic pact.
