Canada and Quebec Launch Diplomatic Push After U.S. Midterms

The Canadian government and Quebec leadership are pursuing new diplomatic strategies to resolve trade disputes following Democratic victories in the U.S. midterm elections.

The Canadian government and the province of Quebec are adjusting their diplomatic approaches toward the United States following midterm elections that gave Democrats control of both houses of Congress. Prime Minister Mark Carney confirmed that official trade discussions with the United States have resumed after a stall in August.

Canada-U.S. Trade Minister Dominic LeBlanc stated that the election results will not alter Canada's trade diversification strategy. While LeBlanc denied that retaliatory tariffs were intended to exert political pressure on U.S. battleground states, Industry Minister Mélanie Joly had previously suggested such a strategy. This prompted U.S. Ambassador Pete Hoekstra to warn Canada against attempting to influence American elections.

In Quebec, Premier Paul St-Pierre Plamondon announced a diplomatic offensive to resolve tensions over U.S. tariffs on aluminum, softwood lumber, and manufactured goods. He characterized the election results as a rejection of President Donald Trump's policies, suggesting the shift in congressional power provides a better opportunity to end the trade war. However, he clarified that Quebec does not intend to conduct direct trade negotiations with the U.S. at this time.

Domestically, tensions persist between the federal government and Quebec. St-Pierre Plamondon is seeking a meeting with Carney following the premier's exclusion from the Canada-European Union Summit in Montreal. The two leaders may meet during the upcoming Francophonie summit in Cambodia, though the premier has requested the meeting take place in Quebec City.
