America Taught the World to Fear Its Chips. It Can't Steer Its Own Buildout.

The AI race has moved from models to the power plants and data centers beneath them, and the country that taught the world to fear American compute is the one building that infrastructure without a sovereign steering wheel.

The White House has declared AI infrastructure critical to national security. When the question came of overriding the local moratoriums blocking that infrastructure, it declined, and said the decision belongs to the states and counties doing the blocking.

Communities across eleven states blocked or delayed $98 billion in data center proposals in a single three-month stretch [1]. The federal government's answer was that it would not be the one to clear the path. Set that against what peer governments are doing in the same breath. The United Kingdom is drafting legislation to withdraw from the Aarhus convention, an international environmental treaty, so that legal challenges can no longer stall data centers [2]. Singapore awarded 200 megawatts of new data center power to four operators by ministerial decree [3]. The European Union is subsidizing a €2.5 billion semiconductor pilot line and a €180 million sovereign cloud contract [4][5]. Saudi Arabia's state-owned HUMAIN is building toward six gigawatts with $1.2 billion in sovereign financing [6]. Different governments, different tools: a treaty withdrawal, a decree, a subsidy, a state loan. But the same move, sovereign authority clearing the path for physical infrastructure. The United States is the one major player that holds that authority and declines to use it. The irony is that the United States is the reason everyone else is doing this. Its export controls taught other governments to treat access to American compute as a vulnerability. When a US export control forced Anthropic to cut off model access for foreign nationals, it disrupted major Indian IT firms and directly triggered India's sovereign AI push [7]. When Microsoft canceled the International Criminal Court prosecutor's email account under US sanctions, the fear of an American "kill switch" became the explicit driver of the EU's tech sovereignty package [8].

The country that taught the world to fear dependency on American compute is the country that cannot consolidate its own. Without a steering wheel, the American buildout finds its own routes. Meta is funding ten gas plants generating 7.5 gigawatts behind the meter at its Hyperion data center in Louisiana [9], and the Sierra Club is challenging that permit in court [10]. West Virginia passed a law stripping municipalities of zoning authority over data centers, a state doing on its own what the UK and Singapore do nationally [11]. In Texas, grid operator ERCOT has received 466,000 megawatts of data center power requests, more than five times the most the grid has ever delivered [12]. None of it is coordinated; it is sprawling, contested, and uneven. The scale deserves its due. The United States still has 802 data centers under construction and dwarfs every other country in absolute terms. The buildout is slowed, not stopped. But the gap between federal ambition and the permit-and-consent reality is the point. The two gigawatt-scale federal projects announced in a nine-day window, at Savannah River and Paducah, have neither reached a signed agreement, and both still need state approval [13]. American AI sovereignty, such as it is, lives with a county zoning board in Louisiana and a state utility commission in Texas.
