Buy the Diesel, Then Tell Kyiv to Leave the Refineries Alone
Washington committed to Russian diesel, then told Kyiv to stop striking the refineries that make it — every payment lands before the midterm vote, every peace date after it.
In the third week of October, Donald Trump told Ukraine to stop striking Russian oil refineries. The reason he offered had nothing to do with sparing anyone.
doesn't want to end this war, and probably never did. — Donald Trump
He gave the order in the same days Russia fired 21 ballistic missiles at Kyiv and eleven other regions, and days after his envoy left talks in Oslo and St. Petersburg calling them constructive. [1] Two weeks earlier, Washington had started buying the fuel those refineries make. On October 9 it eased sanctions on Russian fuel exports while Russia issued new export quotas. [2] Ten days later the waiver stretched to April 2027, stacked beside an $8 billion farm-diesel subsidy and an order allowing red-dyed diesel onto highways. [3] Tankers were already leaving for New York and Norfolk under a commitment of 300,000 tons immediately, 500,000 in November, and a million after. [3] The same weeks brought a program to convert sanctioned "dark fleet" tankers into legitimate carriers, an application from Russia's sovereign wealth fund for full sanctions removal, and talks about American investors taking a stake in the Nord Stream pipelines. [4][5][6] The sequence is the mechanism, and it runs in one direction. First the commitment — hundreds of thousands of tons, tankers already sailing. Then the blame: Trump said Ukrainian drone strikes on the refineries had caused the fuel shortage and accused Zelenskyy of ignoring orders to stop them. [3] Then the demand, days later, to halt the strikes to steady world markets. [1] Once Washington had money and cargoes tied up in Russian diesel, Kyiv's attacks on the refineries were no longer a blow to the Russian war economy; they had become a problem for American supply lines. The analysts who study the spike put it elsewhere — the Iran war and the Strait of Hormuz, not Kyiv's strikes. [3][7] The administration's defense of the easing runs on two tracks, shortage relief and peace leverage.
I believe an end to the Russia-Ukraine war could be closer than ever — Donald Trump
But diesel sat at $6.28 a gallon anyway, and the skeptics who read the market before any deal was cut said prices would fall apart by mid-January, once the election had passed. [3]
How, in fact, is the price of gas formed on the European exchanges? It is not determined by producers, but by exchange traders. — Vladimir Putin
On its own terms, the tool was not even doing its job. The peace calendar runs on a different clock. Expert-level trilateral talks in Abu Dhabi land in early-to-mid November. [8] The summit announced this week was itself tied to fuel-price pressure ahead of the vote.
There’ll be a meeting set up very soon, and I think a lot of progress could be made. — Donald Trump
A great-powers meeting with Xi on the sidelines of APEC falls on November 18 and 19, in a format the Kremlin wants Ukraine and the EU shut out of. [8] The December deadline for a deal sits further out still. [8] And on the second front, Trump has said plainly there will be no strikes on Iran before the vote. [9] Russia has answered each payment with fire. Within a day of the summit announcement, missiles fell across ten regions and Iskanders struck Kyiv's Southern Bridge. [10] Energy Secretary Chris Wright was asked about a program built to launder sanctioned tankers into the legal fleet.
We’re going to move some of the ships from what I call the ‘bad-guy fleet’ to the ‘good-guy fleet,’ — Alfie Moon
The program he was describing exists to do precisely that. [4] Trump's own words carry the intent. Prices for Americans were, in his telling, his greatest priority.
Lower prices for Americans, especially our Great Farmers, Ranchers, and Truckers, is my Greatest Priority. — Donald Trump
No reading beyond the record is needed; its dates and its stated reasons do the arguing. Zelenskyy has his own word for what the fuel opening means.
It’s a pity that we are losing a strong partner. — Volodymyr Zelenskyy
The diesel commitment is the only entry in the file stamped "immediately" — 300,000 tons now, 500,000 in November, a million after. [3] Everything that could actually end the war is dated after November 3. The schedule is the verdict: the money moves now, the peace waits until the voters have been counted.
