President Volodymyr Zelenskiy announced that Ukraine will increase attacks on Russian oil refineries to disrupt the funding of Russia's war effort. This escalation follows a new Russian military doctrine that Ukrainian intelligence claims expands targets to include schools, hospitals, and logistics in an attempt to pressure residents to abandon Kyiv and other cities. Zelenskiy stated that because Russia is attacking Ukrainian energy, Ukraine must respond by targeting Russian energy assets, though he maintained that Ukraine will not target civilian infrastructure indiscriminately.
On the battlefield, Ukraine reported recapturing approximately 140 square kilometers in the Donbas region during a counteroffensive named Vivaldi. This operation marked the first combat use of the domestically produced FP-7 ballistic missile.
Diplomatic tensions have risen as the Donald Trump administration attempts to revive peace talks and invited Vladimir Putin to a G20 summit in Miami. Zelenskiy urged the United States not to normalize relations with Russia before peace is secured, warning that Russia will not end hostilities simply by gaining control of the Donbas region.
