EU Unblocks €90 Billion Loan as Ukraine Expands Drone Production

The European Union is preparing to disburse a €90 billion loan to Ukraine in the second quarter of 2026, a move made possible by the defeat of Viktor Orbán in Hungarian parliamentary elections. EU Economy Commissioner Valdis Dombrovskis confirmed that the incoming government under Péter Magyar will not block the funding, which is intended to cover two-thirds of Ukraine's financial needs for the next two years. The EU Foreign Affairs Council is scheduled to formally consider unblocking the loan and a 20th sanctions package against Russia on April 21 in Luxembourg.

Parallel to this financial aid, Volodymyr Zelenskyy and German Chancellor Friedrich Merz met in Berlin to coordinate a bilateral deal for the joint production of drones, missiles, and modern defense systems. Ukrainian Foreign Minister Andrii Sybiha later detailed plans at the Antalya Diplomacy Forum to use the EU loan to double drone production, aiming to replace soldiers with unmanned systems to reduce casualties. This military ramp-up comes as Ukraine faces severe mobilization challenges, with Defense Minister Mykhailo Fedorov reporting that over 2 million citizens are dodging the draft.

These diplomatic and financial efforts occur amid intensifying Russian aggression. In mid-April, Russian aerial assaults involving nearly 700 drones and missiles struck Kyiv, Dnipro, and Odesa, killing dozens of civilians. Foreign Minister Sybiha warned that intelligence suggests Russia is preparing up to seven large-scale attacks per month. While President Donald Trump condemned the attacks as "terrible," Ukrainian officials expressed concern that tensions between the U.S., Israel, and Iran are eroding Western focus and assistance.
