Trump Designates 23 Nations as Major Drug Transit Hubs

President Donald Trump submitted a presidential determination to Congress designating 23 nations as major drug transit or illicit drug-producing countries for fiscal year 2027. The list includes India, China, and Pakistan, among others. The administration clarified that these designations are based on geographic, commercial, and economic factors rather than a government's failure to combat trafficking.

Trump specifically praised Prime Minister Narendra Modi and the Government of India for their efforts to curb illicit opium poppy cultivation and improve supply chain integrity. Conversely, the U.S. identified the People's Republic of China as the world's largest producer of precursor chemicals for synthetic drugs like fentanyl and methamphetamine. Trump noted he has raised the need for stronger action against these chemicals directly with President Xi Jinping.

In a separate declaration, Trump accused Canada of failing to sufficiently clamp down on drug production, alleging that Chinese gangs operate clandestine fentanyl labs on Canadian soil. Despite these accusations, Canada was not included on the annual list of major drug-producing countries. Trump also praised Mexican President Claudia Sheinbaum Pardo for efforts to shut down labs, though he maintained that both Mexico and Canada must do more.

Other nations, including Afghanistan, Bolivia, Burma, and Colombia, were designated as having failed demonstrably to meet international counternarcotics obligations over the previous 12 months.
