US and Canada Enter Trade War After Negotiations Collapse

The United States and Canada entered a trade war on August 23, 2026, after last-ditch negotiations in Washington collapsed. Donald Trump authorized 50% tariffs on Canadian imports valued between $20 billion and $30 billion, invoking Section 338 of the Tariff Act of 1930. The levies target approximately 5% of Canada's annual shipments to the U.S., including dairy, alcohol, forestry products, and hockey equipment.

Prime Minister Mark Carney suspended negotiations and recalled his team to Ottawa, characterizing the U.S. proposals as "unfair, uneconomic" and a "power play." Carney alleged that Washington demanded unacceptable concessions, including restrictions on Canada's ability to form other trade deals and the weakening of Quebec's French-language and cultural protections. In response, Carney declared Canada was "at war" and pledged dollar-for-dollar retaliatory tariffs effective September 8, targeting U.S. steel, dairy, electronics, and agricultural equipment.

U.S. Trade Representative Jamieson Greer disputed Carney's account, claiming Canada walked away from a preferential deal by introducing new demands and reversing previous commitments. Reactions within Canada were split. Ontario Premier Doug Ford and Conservative leader Pierre Poilievre supported the federal government's refusal to accept a "bad deal." However, Alberta Premier Danielle Smith urged a return to the table, warning that a tariff war would harm farmers and small businesses. The Canadian government has announced $25 billion in support for affected workers and businesses while accelerating efforts to diversify export markets.
