Marco Rubio Holds High-Stakes Diplomatic Meetings at ASEAN Summit

US Secretary of State Marco Rubio conducted a series of high-level diplomatic engagements on July 22 and 23 in Manila during the ASEAN regional forum. Rubio met with Indian External Affairs Minister S. Jaishankar to finalize defense commitments and an interim trade deal, focusing on artificial intelligence, energy, and critical minerals. Following these talks, Rubio joined ministers from India, Australia, and Japan for the Quad Foreign Ministers Meeting to reaffirm their commitment to a free and open Indo-Pacific.

Rubio is also scheduled to meet Russian Foreign Minister Sergey Lavrov on July 23. The discussions will center on the war in Ukraine and the 2025 Anchorage agreements between Presidents Donald Trump and Vladimir Putin. Ahead of the meeting, Lavrov accused the United States of directly participating in Ukrainian strikes on Russian territory through the provision of intelligence, arms, and Starlink communications. While Lavrov maintains that Moscow remains committed to the Anchorage understandings, reports indicate the Kremlin may have hardened its position regarding occupied territories in Sumy and Kharkiv.

Additionally, Rubio is expected to meet with newly appointed UK Foreign Secretary Ed Miliband. The interaction follows reports that the Trump administration is furious over Miliband's appointment due to his previous criticisms of the president. At the summit, Miliband urged the de-escalation of conflict between the US and Iran to protect global supply chains. This follows a vow by Donald Trump to destroy an Iranian bridge or power plant every time Iran targets a ship in the Strait of Hormuz, amid retaliatory missile attacks in Jordan.
