During a visit to the Oval Office, Rutte presented a gold-lettered report praising the president's contributions and described him as the leader of the free world. To address financial grievances, Rutte presented a report titled "The Trump Trillion," which details $1.2 trillion in spending by European allies and Canada since 2017.

Despite these efforts, Donald Trump remains dissatisfied, shifting his demands from financial burden-sharing to a requirement for loyalty. Trump cited the refusal of some allies to join a U.S. and Israeli war against Iran as a primary grievance. Tensions have escalated as the United States Department of War scales back military assets provided for ally defense, and Trump has previously threatened to withdraw from the alliance entirely.

In response, European leaders are coordinating more closely on defense and foreign policy. This unity was evident as leaders rallied around Italian Premier Giorgia Meloni after Trump questioned Italy's reliability. The upcoming Ankara summit, hosted by President Recep Tayyip Erdogan, will see Trump evaluate member progress toward a 3.5 percent GDP defense spending benchmark. While Rutte previously convinced leaders at a Hague summit to commit 5 percent of GDP to defense, the United Kingdom currently lacks a clear strategy to meet these goals.
