Canada and U.S. Negotiate Deal to Avert August 19 Tariffs

The United States and Canada are engaged in urgent negotiations in Washington to secure a phase one trade agreement and prevent the implementation of 50% tariffs on Canadian products scheduled for August 19. The proposed interim deal would see President Donald Trump reduce tariffs on Canadian steel, aluminum, autos, and forest products. In exchange, the U.S. demands that Canada eliminate retaliatory auto tariffs, accept U.S. dairy quota interpretations, and end provincial boycotts of American alcohol and Buy Canadian procurement programs.

Canadian negotiators Dominic LeBlanc and Janice Charette are meeting with U.S. Trade Representative Jamieson Greer to finalize the terms. Beyond trade, the U.S. is seeking a right of first refusal on critical minerals, the completion of F-35 fighter jet purchases, and Canadian participation in the Golden Dome missile defence system. Prime Minister Mark Carney has already made unilateral concessions, including the cancellation of a digital service tax, to facilitate a broader bargain covering trade, defence, and border security.

While the Canadian Chamber of Commerce has warned against the harm of further escalation, some provincial leaders remain firm. Ontario Finance Minister Peter Bethlenfalvy stated that alcohol boycotts will continue until a fair deal is reached. Prime Minister Carney has maintained that all options remain on the table if the levies are imposed.
