The administration is expected to raise concerns regarding the alleged theft and distilling of American AI technology. These priorities follow warnings from Treasury Secretary Scott Bessent and reports from the AI firm Anthropic regarding a major distilling attack that occurred last month.

White House Press Secretary Karoline Leavitt confirmed that protecting technological leadership is a priority to ensure U.S. dominance in the global AI race. As part of this strategy, the White House expanded the Ratepayer Protection Pledge for AI data centers to shift infrastructure costs from consumers to developers and utilities.

In preparation for the summit, U.S. Secretary of State Marco Rubio and Chinese Foreign Minister Wang Yi spoke on July 23. Rubio characterized the coordination as laying the groundwork for a positive visit.
