Elon Musk Throttles Starlink Speed for Ukrainian Military Drones

Elon Musk authorized speed restrictions on military-grade Starlink services in Ukraine, disrupting drone operations and sparking a dispute over whether the White House ordered the move.

Connectivity restrictions on military-grade Starlink and Starshield services disrupted Ukrainian drone strikes and air defense operations between October 13 and 14. The restrictions imposed a speed cap—reported between 130 and 160 kilometers per hour—which rendered high-speed interceptor drones and combat helicopters ineffective. Elon Musk authorized the slowdown, though he initially claimed the government-controlled Starshield service was not under SpaceX control.

President Volodymyr Zelenskyy warned that the disruptions would lead to deaths, noting that Russian drones often exceed 200 mph. Ukrainian officials reported that the 7th Air Assault Corps was forced to cancel missions on the Huliaipole front after losing connectivity. While Reuters and some U.S. officials alleged the order originated from the White House, President Donald Trump, Secretary of State Marco Rubio, and Defense Secretary Pete Hegseth denied any government directive. Rubio and Hegseth characterized the issue as a private commercial contract matter governed by SpaceX's terms of service.

The incident has strained relations between Kyiv and the Trump administration and prompted the European Union to explore domestic satellite alternatives to reduce reliance on American providers. Nine U.S. senators have called for a Department of Defense inspector general investigation into the disruptions. Ukraine continues negotiations with the Pentagon and SpaceX to remove the speed limits, though officials noted that unrestricted service would incur higher costs.
