Trump Pauses Taiwan Arms Sales as Negotiating Chip with China

Following a state visit to Beijing in mid-May 2026, Donald Trump paused a $14 billion arms package for Taiwan, describing the sale as a very good negotiating chip in dealings with China. During the summit, Chinese President Xi Jinping warned that mishandling the Taiwan issue could lead to clashes and conflicts, characterizing it as the most critical determinant of the bilateral relationship. Trump urged both Beijing and Taipei to cool down to avoid war, expressing reluctance to fight a conflict 9,500 miles away.

To justify the delay, Acting Navy Secretary Hung Cao testified before a Senate subcommittee that the pause ensures sufficient munitions for Operation Epic Fury, the U.S. military campaign against Iran. However, other administration sources and critics disputed this, suggesting the move is a strategic shift in policy. Trump also pressured Taiwan to reshore its semiconductor industry, claiming the sector was stolen from the U.S. decades ago.

In response, President Lai Ching-te asserted that Taiwan is a sovereign and independent democratic nation not subordinate to the People's Republic of China. While Taiwan expressed openness to an unprecedented direct conversation with Trump, it emphasized that U.S. arms sales are a cornerstone of regional deterrence. Meanwhile, China increased military pressure, deploying over 100 vessels and conducting multiple joint combat readiness patrols around the island. Despite the pause, U.S. Secretary of State Marco Rubio maintained that official U.S. policy toward Taiwan remains unchanged.
