The European Union formally opened accession negotiations with Ukraine and Moldova on June 15, 2026, at an intergovernmental conference in Luxembourg. The talks began with the fundamentals cluster, which prioritizes the rule of law, democratic institutions, and fundamental rights. This milestone follows the removal of a veto by Hungary's new Prime Minister, Peter Magyar, who succeeded Viktor Orbán after an April election and reached an agreement with Kyiv regarding ethnic Hungarian minority rights.

President Volodymyr Zelenskyy welcomed the move as critical political and moral support and a security guarantee for Ukraine. While the EU praised the courage and reform efforts of both candidate nations, officials noted that Ukraine has completed only 15% of its priority reforms. The process involves 35 legal chapters; Ukraine aims to align its banking and insurance sectors with EU standards by 2028 to facilitate reconstruction estimated at $588 billion.

Internal EU debate persists regarding the pace of integration. German Chancellor Friedrich Merz proposed an associate membership status without voting rights to expedite integration, a suggestion Zelenskyy rejected in favor of full membership. Prime Minister Magyar cautioned against a fast-track procedure and suggested a future referendum on Ukraine's entry if negotiations conclude within 10 to 15 years. The EU may open the remaining five negotiation clusters as early as July 2026.
