EU Summit Ends Without Budget Deal Amid Ukraine Crisis
European Union leaders failed to agree on a long-term budget in Brussels while Ukrainian President Volodymyr Zelenskyy sought urgent aid amid tensions with the United States.
A two-day European Union summit in Brussels concluded on October 17, 2026, without an agreement on the bloc's nearly 2-trillion-euro long-term budget for 2028-2034. Fiscally conservative nations led by Germany clashed with the Friends of Cohesion, including Italy and Spain, over the balance between agricultural subsidies and investments in defense and technology. European Commission President Ursula von der Leyen criticized a compromise proposal from the Irish presidency, stating it puts the EU in a "straitjacket".
Volodymyr Zelenskyy faced a dual crisis during the summit, requesting at least 70 billion euros in additional assistance for 2027 to cover a total war cost of 155 billion euros. He warned that a lack of support could trigger a migration crisis involving 20 million people. Ukraine's Finance Minister Sergii Marchenko reported a 40 billion euro funding gap for defense needs following intensified Russian strikes on logistics and energy infrastructure.
Security tensions rose as the European Council expressed regret over a U.S. decision to lift sanctions on Russian diesel. Furthermore, reports emerged that Donald Trump withheld critical intelligence and obstructed Ukrainian access to the Starshield satellite system after Kyiv refused to stop attacks on Russian oil refineries. EU foreign policy chief Kaja Kallas acknowledged that Europe cannot replace these satellite capabilities in the short term.
Leaders remained divided on the use of 300 billion euros in frozen Russian assets. While Kallas stated assets would not be returned without reparations, Belgian Prime Minister Bart de Wever argued they are typically handled as part of a final peace deal. The summit also failed to resolve disputes over the second emissions trading system, as Nordic countries blocked proposals to postpone the system until 2030.
