President Volodymyr Zelensky urged European Union leaders in Brussels to grant Ukraine a fast-track path to membership, arguing that the country's sacrifices during the Russian invasion merit accelerated accession. He rejected a proposal from German Chancellor Friedrich Merz to grant Ukraine associate membership without voting rights, maintaining that full membership is the only viable option to remove Russia's motivation for destabilization.
Simultaneously, European Commission President Ursula von der Leyen proposed establishing a negotiating mandate for peace talks with Russia, citing the weakening of the Russian economy due to sanctions and shifting battlefield dynamics. This follows a move by European Council President António Costa to open a diplomatic channel with an aide to Vladimir Putin, a decision that drew opposition from EU member states on the eastern flank who prefer increased sanctions.
Zelensky supported the inclusion of the EU in future peace negotiations but stated that Russia currently shows no willingness to talk. He reiterated that any potential ceasefire must be accompanied by security guarantees to be viable.
