President Donald Trump is considering a deal to ease sanctions on the Russian economy in exchange for the release of political prisoners. The initiative, proposed by John Coale, the U.S. envoy to Eastern Europe, seeks to reintegrate Russia into the global economy and create U.S. business opportunities involving Russian diesel, oil, and rare earth minerals. Coale argues that restoring economic ties could facilitate a ceasefire in the Ukraine-Russia war.
This proposal follows a series of actions by Trump to reduce pressure on Russia. On September 13, Trump called on Ukrainian President Volodymyr Zelenskyy to stop strikes on Russian diesel distribution infrastructure and oil refineries, citing a global shortage. This request came after a September 8 phone call between Trump and Russian President Vladimir Putin. Additionally, Trump has stopped providing missiles to Ukraine for drone defense.
Ukrainian President Volodymyr Zelenskyy has opposed the sanctions relief, stating he will attempt to block any lifting of sanctions before the war ends. European allies have expressed similar concerns that easing economic restrictions could fund the Russian military. Meanwhile, the White House has nominated Coale as the special presidential envoy for hostage affairs to coordinate these efforts alongside special envoy Steve Witkoff.
