EU Extends Russia Sanctions as Trump Pursues Peace Deal

The Council of the European Union renewed sanctions against Russia and funded Ukraine amid U.S.-led peace negotiations and a persistent battlefield stalemate.

The Council of the European Union renewed comprehensive economic sanctions against Russia through July 31, 2026, targeting energy, finance, and the Russian shadow fleet. To bolster Ukraine's military and economic stability, the EU concurrently approved a 90 billion-euro loan package over two years. These measures coincide with intensified diplomatic pressure from the Donald Trump administration to reach a settlement as the conflict nears its fourth year.

U.S. Special Envoy Steve Witkoff has met with Vladimir Putin six times and proposed a 28-point peace plan, describing recent talks in Florida and Miami as productive. However, a stalemate persists. Putin maintains maximalist demands, including the cession of the Donbas and a ban on Ukraine joining NATO. President Volodymyr Zelensky continues to resist territorial concessions, citing a lack of concrete U.S. security guarantees.

Diplomatic tensions remain high. Russian Deputy Foreign Minister Sergei Ryabkov accused European and Ukrainian partners of obstructing dialogue with the U.S. In response, French President Emmanuel Macron expressed readiness to resume dialogue with Putin to secure a lasting peace. On the ground, Russia has escalated strikes on Ukrainian energy infrastructure and conducted incursions into NATO airspace, while Ukraine continues targeting Russian military sites. European nations have organized a Coalition of the Willing to monitor a potential ceasefire, a move Russia opposes.
