Russia Claims Capture of Kostiantynivka and Full Luhansk Liberation

Vladimir Putin announced the capture of strategic hub Kostiantynivka and the full liberation of the Luhansk region, claims which President Volodymyr Zelenskyy denied.

Russian President Vladimir Putin announced on July 3, 2026, that Russian forces have achieved the full liberation of the Luhansk People's Republic and captured the strategic industrial city of Kostiantynivka in the Donetsk region. During a visit to a military command post, Putin was briefed by Chief of the General Staff Valery Gerasimov, who described Kostiantynivka as a primary defensive hub within the Sloviansk-Kramatorsk fortified area. Russia claims the city's fall opens a direct route to further strongholds, though the capture followed a slow offensive beginning in late 2025.

Ukrainian President Volodymyr Zelenskyy and the General Staff of the Armed Forces of Ukraine rejected the claims, with Zelenskyy accusing Putin of lying to the world. Ukrainian officials stated that while the situation remains difficult, the city remains under the control of the Ukrainian Defense Forces. To support their claims, the Russian Defense Ministry released footage showing Russian flags being raised in the city.

Simultaneously, Russia is expanding security buffer zones in the Kharkiv, Sumy, and Dnipropetrovsk regions in response to Ukrainian drone strikes on oil refineries. Putin dismissed domestic fuel shortages caused by these strikes as non-critical and temporary, while rejecting ceasefire proposals from Ukraine and its Western allies. Meanwhile, Russian forces launched an 11-hour barrage on Kyiv that killed at least 30 people.
