Elon Musk and Trump Deny Ordering Ukraine Satellite Throttling

Volodymyr Zelenskyy accuses the U.S. and SpaceX of deliberately capping satellite speeds, disrupting Ukrainian interceptor drones and air defenses against Russian attacks.

Ukrainian military operations faced severe disruptions starting October 14, 2026, after speed restrictions were imposed on Starlink and its military-grade counterpart, Starshield. The caps, which limited connectivity for terminals moving faster than 160 km/h (100 mph), caused interceptor drones and combat helicopters to lose control mid-flight. Volodymyr Zelenskyy characterized the disruption as a "planned operation," noting that tests in the European Union showed the systems functioned normally at higher speeds outside Ukrainian territory.

A diplomatic feud has emerged over who authorized the throttling. Elon Musk claimed the U.S. government owns and controls Starshield, meaning the military and the president determine its limits. Conversely, reports from The Wall Street Journal and other outlets suggest Musk authorized the slowdown, potentially after discussing it with President Donald Trump. Trump and Secretary of State Marco Rubio have denied ordering the restrictions, while Defense Secretary Pete Hegseth described the issue as a private commercial contract matter governed by SpaceX terms of service.

The restrictions have had tangible battlefield effects, including the loss of drones valued at over $1 million and a significant drop in strikes against Russian vehicles. Ukraine is currently negotiating with the Pentagon and SpaceX to lift the caps while exploring alternative satellite providers from Amazon and Eutelsat to reduce its strategic dependence on American private technology.
