Zelensky Hopes Democratic Midterm Wins Increase Ukraine Aid

President Volodymyr Zelensky expressed optimism that Democratic control of the U.S. Congress will increase military and financial assistance to Ukraine and pressure Vladimir Putin toward peace.

President Volodymyr Zelensky expressed optimism following the November 3 U.S. midterm elections, which granted the Democratic Party control of both the House of Representatives and the Senate. In an interview with Germany's ZDF television, Zelensky stated that this shift in power could lead to increased financial and military assistance for Ukraine, which he believes would influence Russian President Vladimir Putin and potentially facilitate peace negotiations.

Zelensky emphasized that restoring transatlantic ties between the United States and Europe is essential for maintaining unity against Russia. While he acknowledged existing bipartisan support, he noted that Democrats have been particularly clear regarding their commitment to providing assistance to Kyiv.

Despite the Democratic victory, significant legislative hurdles remain. Most legislation requires 60 votes in the Senate, and President Donald Trump retains veto power over aid or sanctions packages. Overturning a presidential veto would require a two-thirds supermajority in Congress, meaning Republican cooperation remains necessary for major policy shifts. Separately, delegations from the United States, Ukraine, and Russia are scheduled to hold peace talks in Abu Dhabi on November 10 and 11.
