Trump Pressures Canada With Tariffs and Annexation Threats

President Donald Trump is using a combination of tariffs and annexation threats to pressure Canada into making concessions on trade, border security, and natural resources. Trump has dismissed the Canada-U.S.-Mexico Trade Agreement as irrelevant and suggested Canada become the 51st U.S. state to access the Golden Dome missile defense plan. To compel these changes, U.S. Trade Representative Jamieson Greer is demanding that Canada open its protected dairy market, reverse bans on U.S. alcohol sales, and revise digital laws like the Online Streaming Act.

Centrally, Trump is implementing the Donroe Doctrine to assert U.S. dominance in the Western Hemisphere, specifically citing Canada's vulnerability to Russian and Chinese influence in the Arctic. He intends to purchase additional icebreakers to patrol Canadian waters, arguing the U.S. lags behind Russia in fleet size. While the U.S. is negotiating expanded military cooperation and early warning system modernization, Trump is also pressuring Canada to meet NATO defense spending targets. He has similarly threatened tariffs on several European nations, including Denmark and the UK, to force the sale of Greenland to the U.S.

Under Prime Minister Mark Carney, Canada has committed to hitting NATO's 2% GDP defense spending target by 2026, with a goal of 5% by 2035. To mitigate U.S. volatility, Carney recently traveled to Beijing to finalize a bilateral trade deal with President Xi Jinping to normalize relations and address tariffs on canola and cars. Former Prime Minister Justin Trudeau characterized the U.S. interest in absorbing Canada as a desire to seize the country's abundance of critical minerals.
