Russia Prepares Military Escalation as Peace Talks Collapse

The Federal Government of Russia is preparing to escalate military operations against Ukraine following the collapse of peace negotiations. Moscow is weighing an intensification of conventional ballistic missile strikes targeting Kyiv and other urban infrastructure. Some Kremlin officials suggest President Vladimir Putin could utilize tactical nuclear weapons as a last resort, as Russia increasingly views Ukrainian strikes—supported by NATO intelligence and weaponry—as attacks by NATO states.

Diplomatic efforts stalled after the Kremlin abandoned a previous understanding reached between Putin and U.S. President Donald Trump during an August summit in Alaska. While CIA Director John Ratcliffe recently visited Moscow to warn against attacks on NATO countries, expectations for a breakthrough remain low. U.S. Secretary of State Marco Rubio stated that Washington did not share Russia's view on a potential agreement.

Simultaneously, Russia has launched a coordinated hybrid warfare campaign across Europe, utilizing cyber attacks, arson, and drones to destabilize nations supporting Ukraine. Incidents include an explosive drone found at a Leipzig airport, a fire at an Estonian drone manufacturer, and an attempted assassination of a U.S. citizen in Poland. In response, the United Kingdom provided cruise missile blueprints to Kyiv, while EU members call for stricter sanctions.

Ukraine continues to target Russian oil refineries and logistics hubs, including a massive fire at a refinery in Nizhny Novgorod. Russia has countered with systematic strikes on Ukrainian energy infrastructure, including a recent attack on Kyiv that killed at least 16 people. Partners including China and India have strongly warned Russia against the use of nuclear weapons.
