Russia Escalates Ukraine Strikes as Peace Talks Collapse

The Federal Government of Russia is escalating military attacks against Ukraine, including intensified conventional ballistic missile strikes on Kyiv and other urban infrastructure. This surge follows the collapse of diplomatic frameworks and the abandonment of a previous understanding reached between Vladimir Putin and Donald Trump at a summit in Alaska, which would have required Ukraine to surrender the eastern Donetsk region.

Russia has already executed massive strikes targeting Kyiv, Odesa, Chornomorsk, and Reni. Moscow now views Ukrainian strikes on Russian refineries and logistics as attacks by NATO states due to the alliance's provision of intelligence and weaponry. While no immediate nuclear deployment is evident, some Russian officials indicate that Vladimir Putin may consider tactical nuclear weapons as a last resort to avoid losing the war. In response, China and India have reportedly warned Putin against nuclear use.

Diplomatic efforts have largely stalled. CIA Director John Ratcliffe visited Moscow to warn Russia against attacking NATO countries, while U.S. Secretary of State Marco Rubio stated that Washington did not share Russia's view of a prior agreement and called for new concepts. Meanwhile, the Cabinet of Ministers of Ukraine continues to target Russian oil refineries and logistics networks while rejecting demands to cede territory. A third round of peace talks in Turkey on July 24 ended without a breakthrough after Russia rejected a proposal for a full, unconditional ceasefire.
