The leading bid comes from a partnership involving American investor Todd Boehly, Middle Eastern investment groups with ties to Trump allies, and the U.S. International Development Finance Corporation. For the deal to proceed, the U.S. Treasury Department must approve the release of these assets from American sanctions, a move that would immediately increase their market value.

U.S. envoys Jared Kushner and Steve Witkoff facilitated the financial terms of the investment. However, the negotiations have drawn criticism over potential conflicts of interest due to the personal and business ties between the negotiators and the Middle Eastern investors involved in the bid.
