Zelenskyy Conditions Infrastructure Ceasefire on Russian Guarantees

President Volodymyr Zelenskyy announced that Ukraine is prepared to halt strikes on Russian critical infrastructure, including diesel fuel refineries, provided international partners can guarantee a reciprocal and long-term cessation of Russian attacks on Ukrainian energy, logistics, and food supply routes. Zelenskyy characterized this potential agreement as a first de-escalatory step toward ending the war, though he expressed skepticism regarding Russia's willingness to honor such a deal.

These developments follow claims by U.S. President Donald Trump that both nations had already agreed to avoid hitting each other's energy targets. Trump specifically urged Zelenskyy to stop targeting Russian diesel refineries to mitigate global fuel shortages and rising U.S. prices. Zelenskyy denied that any formal agreement had been reached, maintaining that Russia has shown no genuine desire to end the conflict.

While Kremlin spokesman Dmitry Peskov welcomed calls for Kyiv to stop attacking civilian economic infrastructure, reports indicate that Vladimir Putin remains reluctant to agree to a ceasefire before winter to maintain pressure on Kyiv. Meanwhile, military activity has continued, with Ukraine striking the Syzran Oil Refinery and a naval base in Novorossiysk, while Russia has targeted railway infrastructure and gasoline stations in Kyiv.

In a related security escalation, NATO Secretary-General Mark Rutte pledged increased support for Kyiv following Russian drone strikes near the Polish border. Polish Prime Minister Donald Tusk warned that intensified Russian actions could potentially affect Polish territory.
