Ukraine Strikes Russian Oil Sites as Russia Hits Kyiv

Ukraine launched deep strikes against Russian energy and drone facilities while Russia intensified missile attacks on Kyiv and Odesa.

Russia launched ballistic missiles and jet-powered drones at Kyiv and the Odesa region on September 29, damaging residential buildings, schools, and port infrastructure. The Russian Defense Ministry stated the strikes targeted data-processing centers, drone production facilities, and an electrical substation. Ukrainian authorities reported nine total injuries across the two cities. In response to a shortage of U.S.-made Patriot interceptor missiles, Ukraine is developing locally made interceptor drones to counter high-altitude threats.

Volodymyr Zelenskyy announced deep strikes against Russian targets, including an oil facility in the Samara region, a drone launch and storage site in the Oryol region, and a supply depot in the Bryansk region. Zelenskyy characterized these as "just responses" intended to deprive Russia of the ability to sustain the war. These operations occurred shortly after U.S. President Donald Trump pressured Kyiv to cease targeting Russian energy infrastructure.

Diplomatic pressure on Moscow increased as the United Kingdom implemented 31 new sanctions targeting Russia's LNG shadow fleet and individuals involved in civilian torture and child indoctrination. Simultaneously, Estonia enacted a law banning the transit of Russian and Belarusian grain through its territory to prevent Baltic ports from financing Russian aggression. Meanwhile, Kremlin negotiator Kirill Dmitriev traveled to Washington on September 28 to meet with U.S. officials to discuss ending the conflict and potential energy cooperation.
