Ukraine Launches Shadow Fleet Campaign Amid Russian Aerial Assaults
Volodymyr Zelenskyy ordered a massive drone campaign against Russian maritime and energy assets as Russia launched wide-scale missile strikes across Ukrainian cities.
Between July 15 and 18, 2026, Russia and Ukraine engaged in a series of reciprocal large-scale aerial and maritime escalations. Volodymyr Zelenskyy directed a 40-day campaign of deep strikes against Russian oil refineries and logistics hubs, which disabled over 42% of Russia's oil refining capacity by early July. This strategy evolved into Operation Molochka, a drone offensive that targeted 172 vessels of Russia's sanctions-evading "shadow fleet" in the Black and Azov Seas to paralyze fuel deliveries to Crimea.
Russia responded with coordinated barrages of ballistic missiles, cruise missiles, and over 120 drones targeting Ukrainian cities. The attacks struck Kyiv, Odesa, Zaporizhzhia, and Kharkiv, killing at least 14 people. Russian forces specifically targeted drone production facilities, port infrastructure in Odesa and Mykolaiv, and military storage sites. In Zaporizhzhia, guided bombs destroyed residential homes, prompting local officials to upgrade air raid warning systems.
Simultaneously, Zelenskyy faced a domestic political crisis after dismissing Defense Minister Mykhailo Fedorov due to strained relations with General Oleksandr Syrskyi. The move sparked mass street protests in Kyiv. Amidst the fighting, U.S. President Donald Trump suggested that Vladimir Putin is ready to make a deal while authorizing Ukraine to produce Patriot missile interceptors under license. European Commission President Ursula von der Leyen also visited Kyiv to launch a new EU-Ukraine Defence Industrial Partnership.
