EU and Ukraine Sign Bloc-Wide Drone Production Deal

European Commission President Ursula von der Leyen and President Volodymyr Zelenskyy signed a defense partnership to scale drone production and build a European anti-ballistic system.

European Commission President Ursula von der Leyen visited Kyiv on July 15, 2026, to mark Ukraine's Statehood Day and sign a bloc-wide drone production deal with President Volodymyr Zelenskyy. This agreement integrates the Ukrainian defense economy with the European market by removing procurement barriers and aligning standards. The partnership involves 18 founding companies and aims to combine Ukrainian battlefield innovation with European industrial scale, with a goal to produce joint drones and counter-drone systems by the end of 2026.

To support these efforts, the European Commission disbursed €1 billion from a larger €90 billion support loan. In a notable policy exception, the EU authorized Ukraine to use a €5.9 billion tranche of a defense loan to purchase Chinese drone components when domestic alternatives are unavailable, despite EU sanctions on several Chinese firms for aiding Russia. President Zelenskyy announced that Ukraine currently produces 10 million drones annually and aims to reach 20 million.

The defense cooperation extends to air defense, with Zelenskyy announcing an integrated anti-ballistic missile coalition in Paris with nine European nations to develop the FREYJA system. He also secured licenses to manufacture Patriot systems from U.S. President Donald Trump. These diplomatic milestones occurred amid intensified Russian aerial attacks in Odesa, Sumy, and Kyiv, which killed several civilians. Simultaneously, a Ukrainian drone strike near the Zaporizhzhia nuclear power plant killed a Russian chief engineer.
