Marco Rubio Announces Quad Leaders Summit in Manila
U.S. Secretary of State Marco Rubio announced that Quad leaders will meet in Manila next month to transition from discussions to concrete security actions.
U.S. Secretary of State Marco Rubio announced that leaders from the Quadrilateral Security Dialogue—the United States, Japan, India, and Australia—will hold their first summit in more than two years next month. The meeting is scheduled for November 15 to 17 in Manila, Philippines, coinciding with the ASEAN conference.
The summit aims to revive the grouping's momentum by shifting from ministerial discussions toward concrete actions in emerging technologies, critical minerals, energy security, and maritime security. The announcement follows a visit by Rubio to India, where he met with External Affairs Minister S. Jaishankar to discuss trade agreements and the India-U.S. strategic partnership.
The scheduling of the Quad summit comes amid concerns in Tokyo, Canberra, and New Delhi regarding President Donald Trump's preference for bilateral engagements. These concerns were heightened by the president's openness to a trilateral summit with Russian President Vladimir Putin and Chinese President Xi Jinping. The Manila meeting is expected to occur shortly before President Trump meets President Xi in Shenzhen, China.
