Trump Discusses Licensing Patriot Missile Production for Ukraine

President Donald Trump announced on September 13, 2026, that the United States is discussing granting Ukraine a license to produce a less sophisticated version of Patriot interceptor missiles. The move follows repeated requests from President Volodymyr Zelenskyy for at least 300 additional missiles to maintain air defenses through the winter. While Trump previously suggested the license during a July NATO summit in Türkiye, he has since expressed caution regarding the transfer of advanced military technology.

Despite Trump's claims that the U.S. is rapidly replenishing its own stocks, reports indicate severe shortages of Patriot interceptors resulting from a conflict with Iran. U.S. Secretary of State Marco Rubio warned that establishing domestic production in Ukraine would take years and that any assembly lines would become high-priority targets for Russia. Furthermore, Boeing Defense, Space & Security has reportedly shown reluctance to share seeker warhead technology.

Ukraine continues to seek immediate ready-made interceptors from the U.S. and its allies. While Ukrainian Defense Minister Evhenii Khmara stated the country is working to secure approximately 1,000 Patriot missiles, several NATO members have reported that their own capacities are exhausted.
