The Voter-Roll Purge Runs on ICE's Deportation Machine

Run by immigration screeners and ICE investigators on the deportation agency's own software, the noncitizen-voter crackdown has yielded a few dozen prosecutions and a hundred million voter records run against immigration status.

The account comes from a federal whistleblower: an officer of U.S. Citizenship and Immigration Services, the agency that screens applications for visas, green cards, and citizenship, logging into state voter databases in Virginia, Florida, and California while posing as an individual voter, working through a quota of forty names a shift. At that pace the system was already misfiring, flagging naturalized American citizens as noncitizens. [1] The officer's ordinary work is screening immigration applications for security threats. That is what hundreds of them were pulled off of. Trump directed the reassignment personally — hundreds of agents moved from a fraud division that had focused on immigration enforcement and national security threats onto state voter records, with training materials telling them to cross-reference voter lists from all fifty states against federal immigration data. [2][3] A second track runs through Homeland Security Investigations, ICE's investigative arm: its Identity and Benefit Fraud Unit is probing naturalized citizens who registered or voted before obtaining citizenship, with denaturalization named as the possible outcome. [4] The sweep runs on ICE's own deportation stack. HSI has processed nearly 100 million voter records through Palantir's ELITE software, a tool typically used for immigration enforcement — 50.6 million of those records turned over by the Justice Department, 48.4 million disclosed by a senior official. [5] None of this is new machinery pressed into a new job. ICE has run on Palantir since at least 2014, when an app scanned driver's licenses and tracked movement through cell-tower records, and the company's new $30 million ImmigrationOS contract is built to streamline identification and deportation. [6] To match names, the operation leans on SAVE, the Systematic Alien Verification for Entitlements database that checks immigration status, which DHS has run against the rolls of at least 47 states. [7] A federal appeals court in Washington has blocked that use, holding it violates the Social Security Act by exposing millions of Americans' private information — and the same court separately warned that the data's inaccuracy could cancel eligible voters' registrations right before the November midterms. [8] The orders name the endpoint in plain terms. In June, DHS General Counsel James Percival formally directed ICE to expedite the removal of undocumented immigrants who vote. [9] And since August 2025, USCIS policy has barred green-card holders who voted — or merely registered — from ever becoming citizens, which turns a registration error into a permanent bar: New Jersey's software glitch that swept 6,600 foreign nationals onto the rolls is, under that rule, not a fixable mistake but a closed door on citizenship. [9] DHS put the endpoint in its own words.

Our message to aliens who vote in American elections is clear: we will find you, arrest you, and you will face the consequences — including criminal charges and deportation. — U.S. Department of Homeland Security

The Justice Department shares the framing.

DHS and DOJ are laser focused on prosecuting and removing aliens who vote and preventing the dilution of the votes of US citizens. — U.S. Department of Homeland Security

DHS Secretary Mullin named the columns himself.

We're scrubbing them. We're comparing them to those that are in the country illegally, those that are legal permanent residents and those that are citizens — Markwayne Mullin

Texas handed over its entire roll — 18.4 million records with dates of birth, driver's license numbers, and partial Social Security numbers — after an audit flagged just 2,700 potential noncitizens. [10] A federal review of roughly 49.5 million registrations run through SAVE found about 10,000 cases referred for a closer look, 0.02 percent, and no evidence of widespread noncitizen voting. [11] Against tens of millions of records in, the yield out is a few dozen prosecutions nationwide and fewer convictions. [12] Only 129 people have been charged under the voting-by-aliens statute since 1996, most of them administrative errors. [13] Nevada's estimate of 16,000 noncitizen registrations collapsed to a confident list of 185 — and state officials say all 185 are lawful citizens. [3] In Pennsylvania and New Jersey, fewer than 400 of the 6,600 flagged individuals had actually voted. [3] The builders priced the yield before the public could. Internal warnings said the platform would produce an "ungodly" number of false positives. [12] The arrests filling ICE's books this year are not coming from this dataset. They are coming from the street. ICE arrests tripled from 111,000 in 2024 to more than 320,000 in 2025, with roughly 39 percent of those detained in Los Angeles facing no criminal charges and over 60 percent of Minnesota's arrestees carrying no criminal record. [14] Two out of three at-large arrests this year involved people with no criminal record at all. [15] The fifteen-year-old pre-arrest paperwork file — documenting a target's identity, criminal history, and employment, with a supervisor's sign-off on probable cause — has been scrapped, and Stephen Miller reportedly pressed a 3,000-a-day arrest quota. [16] So the data feeds the machinery's mandate, not its removal numbers — not yet. The Supreme Court's new term pairs the two halves on one docket: a policy reclassifying every undocumented immigrant as an "arriving alien" to strip away bond hearings, and Arizona's proof-of-citizenship registration law. [17] In court, the Justice Department has staked out its own answer, arguing the 1996 statute at the center of all this is a matter of immigration, not elections. [18] Whatever happens at the polls in three weeks, the cross-reference is what persists: tens of millions of names already swept, each held up against a federal immigration status inside the agency that removes people — under a June directive that makes removal the endpoint and a policy that makes a single registration error a lifetime bar.
