The administration cites Chinese election interference as the legal basis for seizing control of the 2026 midterms — and has dismantled every federal unit that could verify whether the threat is real.

The Cybersecurity and Infrastructure Security Agency's election division, which coordinated federal election security with the states, has been gutted. The DOJ's Public Integrity Section, the unit that prosecutes election crimes including foreign-interference cases, has been cut from 36 lawyers to 2 — gutting the prosecutorial capacity to bring foreign-interference cases [2]. Three units, each with a specific function, each now disabled. What has been built in their place points in a different direction. The DOJ is suing 29 states for unredacted voter rolls, telling a court that absent a judicial determination "there is no other process to ensure a fair election in 2026" [3]. DHS has subpoenaed all 254 Texas counties for voter records [4]. The FBI has surged 260 analysts to Fulton County, Georgia, to review 2020 election records — each assigned roughly 708 records to search for "derogatory information, associations, and business activities" [5]. The enforcement apparatus is aimed at domestic voter rolls and local election workers, not at Beijing. The intelligence community's own assessment cuts against the premise.
