Both Governments Are Now Buying Their Own Publics' Patience

Seven months in, Tehran and Washington have each concluded the war's decisive front is at home — and both have priced their conduct to November 3.

In late April, Iran's Supreme National Security Council ran the numbers on its own economy under the American blockade and wrote down what it expected of its own people [1].

Public protests are inevitable, with the only uncertainty being the timing of their outbreak — Supreme National Security Council of Iran

The deadline that document set fell somewhere around June. The war is now in its seventh month, and Tehran is still fighting it. The prediction wasn't outlived; it was converted. The conversion shows in what Iran ordered next. In August, the Supreme Leader shifted the country onto the offensive, and the timing was written down: large-scale operations were to land alongside Israel's October 27 election and the American midterms [2]. Tehran had concluded the blockade could not be outlasted at home, so the pain would have to be pushed outward — onto the American pump and the American ballot. The Strait of Hormuz campaign is the stated mechanism. Iranian officials say plainly that the shipping attacks exist to keep oil prices high and to shape the midterms [3]. The IRGC describes the timing as a game of chess: every time prices look ready to fall, another attack is meant to push them back up [4]. The acting defense minister names the target without euphemism [5].

The messaging also runs straight at American households.

And at home, where the April memo had predicted the protests, Tehran's answer is the same instrument pointed inward: a plan to expand monthly vouchers for the poor [1]. Washington ran the same calculation about its own public in plain view, and reached the mirror-image prescription. A family of four is paying about $275 more a month than in January 2025, and only a quarter of adults approve of the president's handling of the economy [6]; Moody's puts the war's cost to the average household near $2,000 [7]. Where Iran's answer was to push the pain outward, Washington's was to subsidize tolerating it. The conversion took eleven days. In Nebraska on October 5, the president dismissed the war's costs as artificial and a small price to pay for security [8]. By October 16 he was telling families paying $275 more a month that they cannot live like this, and promising affordability starting on day one [6]. The next night, at a rally in Georgia, he claimed Iran's military was gone and, on the same stage, promised $5,000 to every American adult if Republicans keep Congress [9]. The condition was on the record [10].

I don't know but it's easy if the Republicans win. $5,000 to all adults in the country and we can easily handle that because we're taking in so much money — Donald Trump

Lara Trump was more direct: she said the payments could cost him the midterms. The honest correction belongs here. The checks were promised as early as September 12, before the latest spike at the pump; they answer the war's cumulative toll, not any single jump [11]. The pattern is a ratchet — each escalation met with bigger compensation. The pause in strikes, in the administration's own words, exists to avoid escalation before the midterms [12]. Each government now insists the other's public is the one near breaking. Washington's blockade commander says Iran is clearly feeling the economic pain, while Tehran's parliament speaker claims Iran has already won the war, militarily and politically [2]. They are describing the same race — and both have priced it to the same date. Two rescue plans now carry two price tags: Tehran holds oil near $100 to tax American patience, Washington offers $5,000 per adult to buy its own. The asymmetry inside the shared date is what matters. The money is conditional on the vote. The resumption is not. The Pentagon has pre-ordered a short, intense campaign against Iranian energy and military targets for after the polls close, regardless of what they say [13]. November 3 does not decide whether the war continues. It decides who pays for it.
