European Leaders Warn of Russian Hybrid Attacks and Mobilization

European leaders and NATO officials are warning that Vladimir Putin is intensifying a campaign of hybrid warfare to intimidate Western allies and discourage support for Ukraine. Recent escalations include drone incursions into the airspace of Lithuania, Romania, and Moldova, as well as suspected sabotage of rail infrastructure and undersea telecommunications cables near the United Kingdom. In Germany, an armed drone was detected at Leipzig airport, while a Russian drone struck a passenger train near the Polish border on September 13.

In response to these threats, French President Emmanuel Macron ordered the development of emergency plans to protect critical infrastructure, defense industries, and technology sites from sabotage. Polish Prime Minister Donald Tusk warned that Russia may launch missile or drone strikes against NATO's eastern flank, potentially masking them as "accidental" to test the alliance's resolve and its Article 5 collective defense agreement.

Simultaneously, Western intelligence reports a "stealth mobilization" in Russia, with Moscow allegedly using contract recruitment and administrative pressure to call up as many as 300,000 additional troops. To further pressure allies, Putin signed a decree seizing the Russian assets of Nestle, Auchan, Lemana Pro, and FM Logistics.

While NATO Secretary General Mark Rutte asserted the alliance will not be intimidated, U.S. President Donald Trump signed the Lindsey O Graham Sanctioning Russia and Iran Act of 2026 to impose new sanctions, while characterizing the immediate security threats as a European problem. The Russian government has denied plans to attack Europe, though officials have warned that British facilities in Ukraine could be considered "legitimate targets" following London's £100 million commitment to Ukrainian air defenses.
