EU and US Boost Ukraine's Defense as Peace Talks Stall

Ukraine launches a joint defense partnership with the EU and receives a US license to build Patriot systems amid ongoing Russian attacks and stalled peace negotiations.

On March 23, 2026, Volodymyr Zelenskyy and European Commission President Ursula von der Leyen launched the EU-Ukraine Defense Industrial Partnership in Kyiv during Ukraine's Statehood Day. The agreement establishes a framework for joint drone and anti-drone production by the end of 2026 and anti-ballistic missile production by 2028. Simultaneously, President Donald Trump announced that the United States will grant Ukraine a license to manufacture its own Patriot air defense systems to bolster domestic capabilities.

These developments occurred alongside intensified military activity. Russian aerial attacks killed at least nine civilians across the Sumy, Odesa, Chernihiv, and Zaporizhzhia regions. In response, Ukrainian forces conducted drone strikes on an energy facility in the Leningrad region and targets in the Belgorod region. North Korean leader Kim Jong Un pledged "unshakable" support for Moscow, coinciding with reports that North Korea deployed thousands of soldiers and weapons systems to the Kursk region.

Diplomatic efforts continue despite the violence. Kremlin spokesperson Dmitry Peskov stated that Russia remains in contact with the United States and is open to further trilateral talks, following sessions in Geneva and Florida. However, Peskov noted that key territorial disputes remain unresolved. Donald Trump described the conflict as a "slaughterhouse," expressing a desire to stop the loss of life, while Russian officials engaged with Iran to prevent the spread of conflict to the Caspian Sea following attacks on Iranian nuclear infrastructure.
