German Chancellor Friedrich Merz conducted an unannounced visit to Kyiv on October 4, 2026, to pledge a support package exceeding €1.3 billion. The aid includes approximately €1 billion for military support—specifically long-range strike weapons, combat drones, and satellite technology—and €350 million for energy infrastructure repairs ahead of winter. Merz and President Volodymyr Zelenskyy also signed 15 agreements totaling over €8.5 billion focused on security cooperation and joint weapons production.

A central component of the partnership is the joint production of SPYS interceptor drones, developed by Quantum Systems and WIY Drones, to counter Russian jet-powered UAVs. Merz also announced the development of weapons with ranges exceeding 1,000 kilometers to enable strikes deep inside Russia. In exchange, Merz pressed the Ukrainian government to advance anti-corruption reforms requested by the European Union.

The visit occurred as Russian forces intensified aerial bombardments, including a drone strike on Kyiv's Northern Bridge that injured two people and damaged the National Academy of Sciences. The Russian Ministry of Foreign Affairs warned foreign diplomats of mortal danger, but the European Commission and various EU embassies vowed to remain in the capital. In response to the escalation, Zelenskyy announced plans to increase attacks on Russian oil refineries, despite requests from U.S. President Donald Trump to avoid such targets to stabilize global oil prices.

Merz framed the assistance as a necessity for European security, warning that Russia's war machine would eventually turn against Germany if not stopped. Meanwhile, reports indicate Russian President Vladimir Putin is preparing a mass mobilization of 120,000 soldiers.
