Putin characterized the exercises as a guarantor of sovereignty for the Union State of Russia and Belarus, though he described the use of nuclear weapons as an "extreme, exceptional measure." The drills followed the February 2026 collapse of the New START agreement and occurred while Putin visited China to strengthen strategic ties with Xi Jinping. During this visit, Russia and China issued a joint statement condemning U.S. plans for the "Golden Dome" missile-defense shield, arguing it threatens global strategic stability.

Ukraine responded by reinforcing its northern border and implementing enhanced security measures, as Volodymyr Zelenskyy accused Russia of preparing a new offensive. NATO Secretary General Mark Rutte condemned the drills as provocative, warning that any nuclear attack would meet a "devastating" reaction. Amidst the tension, Lukashenko denied plans to enter the war in Ukraine unless attacked and offered to hold direct talks with Zelenskyy.
